The SEN and Inclusion Officers provide practical advice to settings, schools and families about ways of supporting children up to 4 years of age. The threshold for an SEND Early Notification is generally agreed to be that the child has severe, complex and enduring special educational needs which may require support arrangements which are in excess of those through reasonable adjustments. The learning and development needs of most children will be met by the support they receive in their early years setting, school or college. However, some children and young people may need a little more assistance through a process called SEN support. This means that they should receive help that is additional to or different from the support generally given to most of the other children of the same age.Special educational provision is commonly known as SEN Support. It was designed by 21 Together and is free of charge to every child with Down’s Syndrome in the UK. How it works To decide whether SENsupport is necessary, the early years setting, school or college will make on-going assessments of children and young people (CYP). Parents should be involved in the needs assessment. You might hear schools and other people talking about the ‘The Graduated Approach’. Portage promotes children’s development through play. Portage Advisors work directly with young children aged 0-3 years usually in the child’s home and where appropriate, their early years setting, modelling effective interventions to those who know the child. Getting SEN support In line with the SEND Code of Practice, where health services anticipate a child under school age has, or is likely to have SEND when they start school they are required to have a discussion with the parents and then make a notification to the local authority. This duty is Section 23 of the Children and Family Act 2014. For younger children, aged 0-4 years who attend school nurseries, private, voluntary and independent provisions, including childminders - Early Years Inclusion Funding is available, which is commonly referred to as Early Intervention Allowance (EIA). The learning resource is a comprehensive online library of educational videos designed to help develop skills in speech, language and cognition. They consist of 20 videos – 10 of which are focused on nurturing Speech & Language skills, with the other half concentrated on furthering cognition and learning skills.
Most crucially, the videos have been specifically designed to focus on ‘stage’ rather than ‘age’, allowing them to be enjoyed by a wide range of ages. With pressure mounting on parents to be the central pillar of the learning experience, the programme also comes with additional learning resources to enable parents and therapists not just to understand the techniques used, but also to integrate them outside of the sessions. Alongside the Liverpool Educational Psychology Service, SENISS hold Practitioner Advice Sessions (PAS) in Early Years Consortia. These are an opportunity for settings to discuss strategies and recommendations for a child in their setting with SEND concerns. Permission to discuss any child must be sought from parents or carers prior to the PAS. The best way to use the videos is to sit down and watch them with your child, engage with the videos, and play along. These would be great for teachers and other staff who are putting together homeworking plans and could include the videos too. These videos are designed for children with Down's syndrome, but can help so many more. In addition to evidence about the nature of a child’s SEN, the SEND Early Notification will outline the outcomes that parents are seeking for their child. The LA can then ensure that the support arrangements necessary to enable the child to make progress towards achieving their outcomes are in place. We also provide a number of bespoke courses to support practitioners, teachers, teaching assistants and SENDCos across the city, in many aspects of SEND.
The purpose of the SEND Early Notification is to ensure that the Local Authority is aware of children with SEND and can ensure that the child has access to the right support arrangements at the right time. Section 2 gives practical advice and activities for supporting the development of skills that may be more difficult for babies with Down syndrome to develop independently. As part of this duty, Health professionals will share information about the named child with the Early Years SEND Team, who will then consider how supported early education will be provided.
